Traditional approaches to strategic reviews of the availability and use of Information and Communications Technology (ICT) in organisations have tended to focus on supporting current ways of working and finding a use for what is already in place.

But all organisations now operate in a world where there are continuous pressures for improvements in organisational efficiency and effectiveness. In the private sector these reflect the need to constantly improve the products and services to be delivered, and how they are produced and supplied, simply to stay competitive. In the public sector they typically arise from new Government directives or standards.
